Introduction:
The case study outlines our project with the Labor Ministry of United Arab Emirates, where we aimed to enhance digital service delivery through a user-centered design approach. The project was driven by the need to streamline processes, improve accessibility, and boost overall user satisfaction. Key outcomes include increased engagement metrics, improved service efficiency, and positive feedback from end-users, establishing a scalable model for future digital initiatives.
Project Impact:
- Establishment issuance: Cut new establishment card issuance time by ~80–90% (from 7 days → 2 days).
- Self-service up / manual work down: Higher completion rates, fewer manual reviews/support tickets.
- Built for scale: Contributed reusable components to UAE Design System 2.0.
- Strategic impact: Aligns with Dubai/UAE digital goals — faster business onboarding for 1M+ companies.

The Context \
- In Dubai alone, new company registrations jumped 68.8% in Jan–Sept 2024 versus 2023.
- Dubai’s “Invest in Dubai” portal eliminated ~11,000 procedural steps,
cutting 95% of licensing requirements and enabling business licenses to be issued “within minutes”
- The UAE’s national digital strategy similarly mandates “digital by design” services (100% of services end-to-end online, 85% of transactions fully digital) and a single-sign-on “once-only” policy.
- Today over 7.2 million UAE residents use the national digital ID (“UAE Pass”) for 5,000+ services.
